A Joint Resolution proposing an amendment to Section 36, Article III, of the
Constitution of South Carolina, 1895, relating to the General Reserve Fund, so
as to reduce such fund from five to three percent of General Fund Revenue of
the latest completed fiscal year and proposing an amendment to Article III, by
adding Section 37 so as to provide that surplus monies in the reserve fund as
a result of the decrease shall be transferred to the State General Fund for
general state purposes including the purpose of offsetting the revenue lost as
a result of a one-time income tax credit to residential property owners which
the General Assembly shall provide to help alleviate the impact of increased
ad valorem real property taxes.
