 A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section
 58-1-55 so as to prohibit a public utility from filing a schedule of proposed
 rate increases more frequently than once every twelve months; to amend
 Sections 58-27-830, 58-27-860, 58-27-870, 58-27-940, 58-5-240, 58-9-520
 through 58-9-540, relating to rates of electrical utilities, refunds of
 excessive electrical utility rates, schedules of proposed new rates of public
 utilities and changes in rates by telephone utilities, so as to require the
 approval of electrical rates by the Public Service Commission; provide for the
 methods for changing electrical utility rates; delete references to refunds;
 provide the method for changing rates for public utilities and telephone
 utilities; and to repeal Sections 58-27-880 through 58-27-910, 58-5-250,
 58-5-510 through 58-5-560, Sections 58-9-220, 58-9-550, 58-9-560 and 58-9-580,
 relating to bonded increases of rates of electrical utilities, bonded rate
 increases for public utilities, prescribing gas rates in advance of hearing,
 suspension of rates by telephone utilities, bonded rate increases by the
 burden of proof in hearing and certain determinations by the Public Service
 Commission.
