 A Joint Resolution proposing an amendment to Article XVII of the Constitution
 of South Carolina, 1895, which contains miscellaneous provisions, so as to
 provide for legal pari-mutuel betting on races at state licensed racetracks
 until 1986 and then subject to a referendum to be held in the general election
 of 1986.
