 A Bill to amend the Code of Laws of South Carolina, 1976, by adding Chapter 19
 to Title 52, so as to authorize and provide a procedure for implementing
 pari-mutuel betting on horse races, to license and regulate such betting, to
 levy a pari-mutuel tax to be used for the same purposes as the sales and use
 tax, and to provide penalties.
