 A Bill to amend Section 5-3-50, Code of Laws of South Carolina, 1976, relating
 to the certification of a petition signed by a majority of freeholders in an
 area desiring to be annexed to a municipality, so as to delete the requirement
 that an election be held within the annexing municipality; Section 5-3-60,
 relating to notice of the annexation election held under the provisions of
 Section 5-3-20 (election initiated by fifty percent petition of freeholders),
 so as to delete the requirement that the notice be posted in three conspicuous
 places within the annexing municipality; and Sections 5-3-70 and 5-3-80,
 relating to the conduct and results of the election initiated pursuant to the
 provisions of Section 5-3-20 (election initiated by fifty percent petition of
 freeholders), so as to delete references to the election being conducted and
 votes being counted within the annexing municipality
