A Joint Resolution proposing an amendment to Section 1, Article XVI, of the
Constitution of South Carolina, 1895, relating to amendment and revision of
the Constitution, so as to provide that the qualified electors of this State
shall only vote on proposed Constitutional amendments at general elections
when the Governor of this State is to be elected.
