A Bill to amend Sections 51-5-20, 51-5-40, 51-5-50, 51-5-60, 51-5-70, as
amended, 51-5-110, as amended, 51-5-120, 51-5-140, 51-5-160, Code of Laws of
South Carolina, 1976, relating to scenic rivers, so as to add definitions,
provide for Class IV rivers, provide additional regulation of scenic rivers,
and increase penalties for violations; to amend the 1976 Code by adding
Sections 51-5-35, 51-5-45, 51-5-46, 51-5-65, 51-5-145, and 51-5-175, so as to
designate the Ashley, Congaree, Little Pee Dee, and Lower Saluda Rivers as
State Scenic Rivers Class IV, to require inventory and study of all rivers,
provide for public hearings, the obtaining of management rights on riparian
land, require activity permits on scenic rivers, and require furnishing of
staff by the Wildlife and Marine Resources Department; and to repeal Sections
51-5-100, 51-5-130, and 51-5-170 of the 1976 Code relating to scenic rivers.
