 A Bill to amend Article 1 of Act 176 of 1977, as amended, relating to the
 State Register and the promulgation of regulations, by adding Section 12C, so
 as to limit agencies' submission of regulations for review to once each
 calendar year and only between dates certain, and to exempt emergency
 regulations from this limitation.
