 A Bill to amend Chapter 5 of Title 56, Code of Laws of South Carolina, 1976,
 relating to traffic regulations, by adding Article 48 so as to require
 occupants of motor vehicles to wear a properly fastened safety belt, to
 provide exceptions and to provide penalties for violations.
