A BILL
TO AMEND ACT 164 OF 1993, RELATING TO PERSONAL
ASSIGNMENT OF STATE VEHICLES, SO AS TO PROVIDE AN
EXCEPTION ON PERSONAL USE OF AUTOMOBILES FOR THE
GOVERNOR AND STATEWIDE ELECTIVE STATE OFFICIALS.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Paragraph 17H.4 of Act 164 of 1993 is amended to read:
"17H.4. (Personal Assignment of State Owned
Vehicles) No state employee except for the Governor, statewide elective
state officials, and agency heads may be provided a
stateowned state vehicle based solely on their office.
Line-duty law enforcement officer, as defined by the Internal Revenue
Code, shall must be permanently assigned a
state-owned vehicle. No employee shall must
be permanently assigned a vehicle, regardless of the source of funds by
which the vehicle was purchased, unless the Division of Motor Vehicles
has determined that permanent assignment cost is advantageous for the
State. Employees, except for the Governor and statewide elective
state officials, operating a permanently assigned vehicle must
reimburse the State for commuting between home and work unless an
employee travels directly from home to a work site, bypassing
headquarters. Employees, except for the Governor and statewide
elective state officials, operating permanently assigned vehicles are
not authorized to operate the vehicle for personal use."
SECTION 2. This act takes effect upon approval by the Governor.
