A CONCURRENT RESOLUTION

TO RECOGNIZE AND HONOR DONNA COLLINS SHUMPERT ON THE OCCASION OF HER RETIREMENT AFTER MORE THAN THIRTY-TWO YEARS OF OUTSTANDING SERVICE WITH THE SOUTH CAROLINA DEPARTMENT OF MOTOR VEHICLES, AND WISH HER CONTINUED SUCCESS AND HAPPINESS IN ALL HER FUTURE ENDEAVORS.

Whereas, it is altogether fitting and proper that the members of the General Assembly of the State of South Carolina should pause in their deliberations to express their gratitude to Donna Collins Shumpert for her significant contributions to the South Carolina Department of Motor Vehicles (DMV); and

Whereas, born in Conway on December 18, 1963, Donna Shumpert is the youngest of three siblings and the daughter of a minister, and she was reared in a home rich in the firm beliefs of the Christian faith and the importance of a loving family and home life; and

Whereas, she began her career at the South Carolina DMV in March of 1986 as an inventory assistant in the Inventory Office; and

Whereas, after working in the Inventory Office, Ms. Shumpert served in various areas, including as an administrative assistant to the DMV assistant director and DMV director and as human resources leave liaison, designing forms, and maintaining inventory in the DMV Forms Office. She had also served as a subject matter-expert for the inventory system with Project Phoenix and a business analyst for information technology; and

Whereas, her most significant accomplishments at DMV include being part of two of the most consequential technology changes in the department's history. She participated in Project Phoenix, an innovative system change which allowed the DMV to transition from the outmoded mainframe system to a system that placed South Carolina at the forefront of many DMVs in the country; and

Whereas, Ms. Shumpert also assisted with the modernization of the member-services system currently with over twenty-four thousand users, which allows the South Carolina DMV to partner with a myriad of users, including state and federal law enforcement; federal, state, and county agencies; commercial customers; demolishers, and many web-service providers; and

Whereas, she has continued to be very involved in her church through the years, including singing in the choir and teaching Sunday school to children ages nine to twelve; and

Whereas, together with her beloved husband of thirty years, Steve Shumpert, she reared two fine daughters, Heather and Brigitte, and she is the devoted grandmother of Arianna, with whom she hopes to spend many happy hours in her retirement; and

Whereas, the members of the South Carolina General Assembly are grateful for the years of dedication that Donna Shumpert has devoted to the South Carolina DMV and wish her many years of enjoyment as she begins her well-earned retirement on June 30, 2018. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly of the State of South Carolina, by this resolution, recognize and honor Donna Collins Shumpert on the occasion of her retirement after more than thirty-two years of outstanding service with the South Carolina Department of Motor Vehicles, and wish her continued success and happiness in all her future endeavors.

Be it further resolved that a copy of this resolution be presented to Donna Collins Shumpert.
