A HOUSE RESOLUTION

TO CONGRATULATE LYNDA "JEAN" WEST HICKS, UPON THE OCCASION OF HER RETIREMENT AFTER MORE THAN THREE DECADES OF EXEMPLARY SERVICE, AND TO WISH HER CONTINUED SUCCESS AND HAPPINESS IN ALL HER FUTURE ENDEAVORS.

Whereas, the members of the South Carolina House of Representatives have learned that Lynda Hicks will begin a well-deserved retirement after thirty-one years of service to the State of South Carolina, the last of which have been as a highly-regarded employee with the State Fiscal Accountability Authority; and

Whereas, born in Savannah, Georgia, and reared in New York State, Lynda graduated from Sumter County's Ebenezer High School in Wedgefield. She then entered the workforce in several capacities; and

Whereas, for ten years, Mrs. Hicks served as an employee of First National Bank, then transitioned to Blue Cross/Blue Shield, and then to the South Carolina Commission for the Blind before beginning her long service with the South Carolina State Budget and Control Board, now known as the State Fiscal Accountability Authority, in the Office of Administration Services-Finance; and

Whereas, thinking of others before considering her own well being has always been business as usual for Mrs. Hicks, who exemplifies what it means to be selfless. Leading by example, she has diligently embodied South Carolina's two state mottos emblazoned on the state seal: Animis Opibusque Parati, which translated from the Latin means, "Prepared in Mind and Resources"; and Dum Spiro Spero, "While I Breathe, I Hope"; and

Whereas, together with her beloved husband of forty-six years, the late Sammy Hicks, Jr., she reared three sons to be productive men with common sense, a deep faith in the Lord, and a dedication to serve others. She is blessed with two daughters-in-love, as she calls her sons' wives; and

Whereas, surrounded by her three sons and other family members, as well as friends and coworkers, Mrs. Hicks will be honored at a celebration on June 18, 2018, as she begins her retirement from dedicated service to Palmetto State government; and

Whereas, even though she has eight adoring grandchildren, three precious great-grandchildren, and has a vivacious mother to keep her busy in retirement, she plans to spend some time in Florida initially to sit back, relax, and begin focusing on herself. She plans to settle in Charlotte, North Carolina, where she will write the retirement chapter of her life; and

Whereas, the members of the House of Representatives of the State of South Carolina are grateful for the years of unparalleled dedication that Lynda Hicks has devoted to the Palmetto State and wish her many years of enjoyment and fulfillment in her well-earned retirement. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, congratulate Lynda "Jean" West Hicks, upon the occasion of her retirement after more than three decades of exemplary service, and wish her continued success and happiness in all her future endeavors.

Be it further resolved that a copy of this resolution be presented to Lynda "Jean" West Hicks.
