S 0619 General Bill, By T. Turnipseed
 A Bill to amend Section 2-17-20, Code of Laws of South Carolina, 1976,
 relating to registration of lobbyists, so as to change such procedure; to
 amend Section 2-17-40, relating to report requirements of lobbyists, so as to
 change such procedure; to amend Section 2-17-60, relating to certain
 penalties, so as to increase such penalties; to amend Section 2-17-70,
 relating to enforcement of the ethics laws, so as to provide that any citizen
 may commence a civil action to enforce the ethics laws; to amend Section
 8-13-10, relating to the findings and declaration of the General Assembly
 concerning the ethics law, so as to change such declaration; to amend Section
 8-13-20, as amended, relating to certain definitions, so as to redefine the
 term "business with which associated" to redefine "member of household"; to
 amend Section 8-13-120, as amended, relating to duties of the State Ethics
 Commission, so as to open hearings to the public and require the Commission to
 publish advisory opinions; to amend Section 8-13-450, as amended, relating to
 membership on a governmental regulatory commission and associations with a
 regulated business, so as to prevent legislators from receiving certain fees;
 to amend Section 8-13-460, as amended, relating to certain actions required of
 public officials or employees when their decision would affect their financial
 interest, so as to create a procedure for disqualification of a member of a
 regulatory board or commission in cases of conflict of interest, to amend the
 procedure by which a legislator disqualifies himself in case of conflict of
 interest, to eliminate certain political contributions; to amend Section
 8-13-1010, as amended, relating to penalties for violation of Chapter 13 of
 Title 8, so as to increase such penalties; to amend the 1976 Code of Laws of
 South Carolina by adding Section 58-3-230, so as to provide for penalties when
 public utilities violate the provisions of Title 58; by adding Section
 2-17-31, so as to limit the spending of lobbyists and define their
 responsibilities; and by adding Section 2-17-80, so as to require placards
 where lobbying is done.
