A Joint Resolution proposing an amendment to Section 7 of Article X of the
Constitution of South Carolina, 1895, relating to expenses of State government
and political subdivisions, so as to provide that increases in expenditures of
State funds in any one fiscal year shall not exceed expenditures of the prior
year by a greater percentage than the average rate of annual growth in state
personal income; provide for emergency suspension of the spending limitation
by joint action of the Governor and the General Assembly and changes in the
limitation of expenditure of State funds by statewide referendum; to require
that the General Assembly appropriate adequate funds to implement any new or
expanded State and local programs; to limit taxation to minimize an
accumulation of excess revenue; and to provide that one-third of accumulated
surplus funds shall be used to accelerate retirement of bonded debt and
two-thirds for income tax credits.
