A JOINT RESLOUTION
A JOINT RESOLUTION TO AUTHORIZE THE SOUTH CAROLINA EMPLOYMENT SECURITY
COMMISSION TO EXPEND UP TO NINETY THOUSAND DOLLARS OF THE FUNDS MADE
AVAILABLE TO THE STATE UNDER SECTION 903 OF THE SOCIAL SECURITY ACT, AS
AMENDED, FOR THE PURPOSE OF MISCELLANEOUS REPAIRS, ALTERATIONS, AND
REPLACEMENT OF FIXED EQUIPMENT IN OFFICE BUILDINGS OF THE COMMISSION.
Be it enacted by the General Assembly of the State of South Carolina:
Commission authorized to spend funds
SECTION 1. The South Carolina Employment Security Commission is authorized to expend up to ninety
thousand dollars of the funds made available to the State under Section 903 of the Social Security Act, as
amended, for the purpose of miscellaneous repairs, alterations, and replacement of fixed equipment in office
buildings of the commission.
Expenditures may be made or obligated during period of
two years
SECTION 2. Subject to the limitations below, the expenditures authorized herein may be made or obligated
only during a period of two years from the effective date of this act. After such time the expenditures
authorized herein may not be so made or obligated.
Limits on amount of obligations
SECTION 3. The amount obligated pursuant to this act during any twelve-month period beginning on July
first and ending June thirtieth may not exceed the amount by which (a) the aggregate of the amounts credited
to the account of this State pursuant to Section 903 of the Social Security Act during such twelve-month
period and the thirty-four preceding twelve-month periods exceeds (b) the aggregate of the amounts obligated
for administration and paid out for benefits and charged against the amounts credited to the account of this
State during such thirty-five fiscal years.
Funds may be requisitioned
SECTION 4. Funds authorized to be expended under the provisions of Section 1 of this act may be
requisitioned as needed by the commission for the payment of obligations incurred pursuant to the
authorization and upon requisition must be deposited in the State's Employment Security Administration
Fund, from which such payments must be made. The commission shall maintain a separate record of the
deposit, obligation, and expenditure of funds so deposited. Funds so deposited must until expended remain
a part of the unemployment fund, and if not expended, must be returned promptly to the account of this State
in the unemployment trust fund.
Time effective
SECTION 5. This act shall take effect upon approval by the Governor. |
