    AN ACT TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 56-5-3870 SO AS TO PROVIDE THAT IT IS UNLAWFUL FOR A MOTOR VEHICLE TO BE EQUIPPED WITH OR FOR THE OPERATOR OF A MOTOR VEHICLE TO EMPLOY ANY DEVICE THAT IS DESIGNED FOR JAMMING, SCRAMBLING, NEUTRALIZING, DISABLING, OR INTERFERING WITH RADAR, LASER, OR ANY OTHER ELECTRONIC DEVICE USED BY A LAW ENFORCEMENT AGENCY TO MEASURE THE SPEED OF A MOTOR VEHICLE, AND TO PROVIDE A PENALTY. - ratified title
