A Bill to amend Section 22-5-180, Code of Laws of South Carolina, 1976, relating to the prohibition against a person swearing out a warrant from serving the warrant, so as to provide that any person, except for judicial or law enforcement officials, who swears out a warrant for the arrest of another person and who later requests that the charge be dropped or who declines to participate in the prosecution the charge must pay a twenty-five dollar administrative fee for dropping the warrant or not participating in the prosecution of the charge.
