    A Bill to amend the Code of laws of South Carolina, 1976, by adding Section 2-7-74 so as to provide that a Joint Resolution introduced in the General Assembly to approve regulations must have a fiscal impact statement if the regulations impose or authorize the imposition of fees by the promulgating agency.
