    A Joint Resolution proposing an amendment to Article XVII of the Constitution of South Carolina, 1895, relating to miscellaneous matters, by adding Section 15 so as to provide for the right of parents to direct the upbringing and education of their children and to authorize the General Assembly to enact appropriate legislation enforcing the provisions of this Section.
