    A Bill to amend Section 28-2-230, Code of Laws of South Carolina, 1976, relating to the filing and abandonment of condemnation actions, so as to provide that a condemnor may not abandon the action after taking possession if material alterations have been made in the property, except with the landowner's consent; and to amend Section 28-2-510, relating to the award of costs and litigation expenses in condemnation actions, so as to provide that if the condemnor abandons or withdraws the action, the condemnee is entitled to reasonable attorney's fees, litigation expenses, and costs as determined by the court.
