A Joint Resolution proposing an amendment to Article I of the Constitution of South Carolina, 1895, relating to declaration of rights, by adding Section 3A so as to provide that the State, and its political subdivisions and employees, while acting within the scope of official duty, are immune from liability and suit for a tort, except as may be provided otherwise by the General Assembly.
