A Bill to amend Chapter 1 of Title 17, Code of Laws of South Carolina, 1976, relating to criminal procedures, by adding Section 17-1-50 so as to provide that, in any criminal proceeding where the defendant as a condition of his punishment is ordered to pay installments consisting of both restitution payments to the victim and a fine, the installment amounts so paid must be first allocated to the required restitution and then to the fine imposed.
