    A JOINT RESOLUTION PROPOSING AN AMENDMENT TO ARTICLE IV OF THE CONSTITUTION OF SOUTH CAROLINA, 1895, RELATING TO THE EXECUTIVE DEPARTMENT, BY ADDING SECTION 1A SO AS TO PROVIDE THAT WHILE THE GOVERNOR IS PHYSICALLY ABSENT FROM THE STATE, ALL OF THE POWERS, DUTIES, AND RESPONSIBILITIES OF THE GOVERNOR UNDER THE CONSTITUTION AND THE LAWS OF THIS STATE ARE DEVOLVED UPON THE LIEUTENANT GOVERNOR FOR THE DURATION OF THE TIME THE GOVERNOR IS PHYSICALLY ABSENT FROM THE STATE.
