    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 38-37-325 so as to provide that when promulgating risk classification plans or rates for motor vehicle liability insurance for persons eighteen years of age and over the only criteria that may be used to differentiate between these persons is their driving records.
