A Joint Resolution to provide that the amount appropriated to counties as aid to subdivisions for fiscal year 1991-92 over the amount actually received by counties as aid to subdivisions for fiscal year 1990-91 must be paid in equal amounts only to those counties in which assessed value attributable to manufacturing property is less than thirty percent of the assessed value in the county and more than seventy-five percent of the real property in the county is classified as agricultural real property.
