    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 44-56-65 so as to require that a request for modification or variance of the originally permitted capacity of a waste treatment storage or disposal facility be approved by regulation of the Department of Health and Environmental Control and subsequently adopted by the General Assembly in accordance with the South Carolina Administrative Procedures Act.
