A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 38-9-380, so as to prohibit an insurer of accident and health insurance from delaying payment of a valid and properly completed claim beyond twenty-one working days after receipt thereof by the insurer, to require interest on claims on which payment is delayed beyond this period, and to authorize the award of attorney's fees, court costs, and a monetary penalty on these claims under certain conditions.
