    A Bill to amend Section 53-5-10, as amended, Code of Laws of South Carolina, 1976, so as to make the third Monday in January the date Martin Luther King's birthday is celebrated as a state legal holiday and to make this date a permanent state holiday for state employees rather than an optional state holiday.
