A Bill to amend Section 17-25-10, Code of Laws of South Carolina, 1976, relating to the provision that no person may be punished for a criminal offense unless legally convicted by a court having jurisdiction of the crime and the person, so as to provide that when a guilty plea is taken, a defendant is entitled to be addressed personally and sentenced individually based on the facts and circumstances of his case.
