    A Bill to amend Section 15-37-10, Code of Laws of South Carolina, 1976, relating to the recovering of costs and disbursements in civil actions, so as to provide that the term "costs" for purposes of the Section shall include attorney fees when the court determines that the action brought or the defenses raised were frivolous.
