    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 4-1-60 so as to provide that if any provision of law concerning appointments to or approval of a budget for a county board, commission, or district, excluding school districts, requires an action on the part of a county legislative delegation, the responsibility for that required action, upon written resolution signed by a majority of the county legislative delegation, shall devolve to the governing body of the county.
