    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 5-7-305 so as to prohibit the disposal of special waste in a solid waste landfill operated by a municipality or by a private entity under license from a municipality, and to define the term "special waste" for this purpose.
