    A Bill to amend Section 23-31-150, Code of Laws of South Carolina, 1976, relating to a retail dealer's license to sell pistols, so as to provide that in order for a person to be issued such a license, he must have been a citizen of the United States for at least three years and a resident of this State for a period of three years immediately prior to his licensure.
