    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 44-6-75 so as to provide that Medicaid reimbursements may not be less than the Southeastern average of such reimbursements according to a formula promulgated in regulation by the Health and Human Services Finance Commission.
