    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 2-7-79 SO AS TO PROVIDE THAT THE GENERAL ASSEMBLY ANNUALLY IN THE GENERAL APPROPRIATIONS ACT, IN A SUPPLEMENTAL APPROPRIATIONS ACT, OR IN A BOND OR CAPITAL RESERVE FUND BILL SHALL APPROPRIATE OR AUTHORIZE FUNDS EQUAL TO ONE-TENTH OF THE STATE'S TOTAL ESTIMATED COST OF ITS K-12 SCHOOL BUS FLEET, AND TO PROVIDE THAT THESE FUNDS SHALL BE RETAINED IN A SPECIAL ACCOUNT TO BE USED SOLELY FOR THE PURPOSE OF ACQUIRING SUFFICIENT SCHOOL BUSES FOR THE K-12 SCHOOL BUS FLEET.
