A Joint Resolution to provide for a referendum to be held at the same time as the 1994 General Election to ascertain the wishes of the qualified electors of this State as to whether or not a flag of the Confederacy should be flown above the State House, and, if so, their preference as to whether or not it should be the Confederate Battle Flag of the Stars and Bars Flag, to provide for the manner in which this referendum shall be conducted, and to provide that if a majority of those voting in the referendum vote in favor of having a flag of the Confederacy fly above the State House, the type of Confederate Flag referred to above receiving the highest number of votes in the referendum must be flown.
