    A Joint Resolution to provide that candidates for school board in Kershaw County, for 1992 only, shall file for the office between noon June first and noon June twenty-fifth, to provide an exception in the case of earlier filings in accordance with otherwise applicable provisions of law, and to provide that the date of the initial election is the fourth Tuesday in August.
