    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Chapter 36 to Title 59, so as to provide for early intervention programs for preschool-age children with disabilities and to require the Joint Committee on Formula Funding for Education to make recommendations regarding the determination of annual allocations and weightings for certain additional weightings; to add Section 59-33-110 so as to provide for a mediation process; to amend Section 59-63-20, relating to pupils and age of attendance in the public schools, so as to provide that three-year-old, four-year-old, and five-year-old children with disabilities are eligible to participate in any preschool program rather than just in early intervention programs.
