    A Bill to amend Section 44-96-290, Code of Laws of South Carolina, 1976, relating to permitting of solid waste management facilities by the Department of Health and Environmental Control, so as to provide that county-owned facilities which incinerate less than fifty tons per day of municipal solid waste as part of a pilot study whose duration is less than one and one-half years are not required to meet certain requirements for permitting and operation.
