    A Bill to amend Title 1, Chapter 1, Code of Laws of South Carolina, 1976, by adding Article 21 so as to provide that no state funds may be appropriated to a state agency, board, committee or commission, or a local governmental entity or political subdivision of the State if voluntary prayer is denied or prevented to an employee, student, or client of those entities.
