A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 6-1-110 so as to provide that a county or municipality may not impose a moratorium on a construction project for which a permit has been granted without giving a two-week notice in a newspaper of general circulation in the county in which the project is located and require at least two readings which are a week apart before a moratorium may be imposed.
