A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 59-103-200 so as to require the Commission on Higher Education to develop guidelines to ensure that instructors at institutions of higher education are proficient in English, that grievance procedures for students with instructors who are not able to speak English are established, and that an annual report of the complaints and their dispositions is made to the Commission.
