    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING ARTICLE 5 TO CHAPTER 3, TITLE 44 SO AS TO PROVIDE THAT FEES GENERATED BY LOCAL HEALTH DEPARTMENTS MAY BE RETAINED BY THESE DEPARTMENTS FOR OPERATING EXPENSES.
