    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 43-1-250 SO AS TO PROVIDE THAT FIFTY PERCENT OF THE FUNDS APPROPRIATED TO THE DEPARTMENT OF SOCIAL SERVICES MUST BE EXPENDED FOR AWARDING GRANTS TO NONPROFIT AND FAITH-BASED ORGANIZATIONS TO ASSIST IN FULFILLING THE DUTIES AND RESPONSIBILITIES OF THE DEPARTMENT, TO DISTRIBUTE THESE FUNDS TO COUNTY BOARDS OF SOCIAL SERVICES PROPORTIONATELY BASED ON POPULATION, AND TO REQUIRE THE DEPARTMENT TO PROMULGATE REGULATIONS FOR SOLICITING AND AWARDING GRANTS.
