    A BILL TO AMEND SECTION 20-7-1572, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO GROUNDS FOR TERMINATION OF PARENTAL RIGHTS, SO AS TO PROVIDE THAT THE COURT MAY ORDER TERMINATION OF PARENTAL RIGHTS IF THE INSTITUTIONALIZATION OF A PARENT, INCLUDING INCARCERATION, RENDERS IT IMPROBABLE FOR THE PARENT TO CARE FOR THE CHILD FOR AN EXTENDED PERIOD OF TIME AND IF THE COURT FINDS THAT TERMINATION IS IN THE BEST INTEREST OF THE CHILD.
