    A Bill to amend Section 2-19-30, Code of Laws of South Carolina, 1976, so as to require a joint legislative screening committee to rate candidates as not qualified, qualified, or highly qualified; to amend Section 58-3-23, so as to further provide for the Public Service Commission Merit Selection Panel's determination of the qualifications of candidates for the Public Service Commission; and to amend Section 58-3-25 so as to provide for the preparation of a screening application form.
