Summary: State capital improvement bonds
    A BILL TO AMEND ACT 1377 OF 1968, AS AMENDED, RELATING TO STATE CAPITAL IMPROVEMENT BONDS AND AUTHORIZATIONS, SO AS TO PROVIDE THAT THE PRINCIPAL AMOUNT OF BONDS ISSUED TO REFUND EXISTING BONDS AND THE COST OF ISSUANCE OF THESE REFUNDING BONDS IS NOT INCLUDED IN THE AGGREGATE PRINCIPAL AMOUNT OF STATE CAPITAL IMPROVEMENT BONDS AND TO DELETE THE REQUIREMENT THAT THE BOND PREMIUM BE APPLIED TO THE FIRST INSTALLMENT OF PRINCIPAL OF THE BONDS.
