A Joint Resolution to provide that no increase may be made in the recoupment charge authorized under the provisions of Section 38-77-600 of the 1976 Code, as amended, before march 1, 1996; to instruct the director of the Department of Insurance to make a full and complete study of the operation of the South Carolina Reinsurance Facility, to review all statutes pertaining to the price, availability, and regulation of automobile liability insurance in South Carolina, and to make a report to the Governor and the General Assembly not later than January 30, 1996.
