    A BILL TO AMEND SECTION 30-4-40, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO MATTERS THAT ARE EXEMPT FROM DISCLOSURE UNDER THE FREEDOM OF INFORMATION ACT, SO AS TO PROVIDE THAT RECORDS MUST BE MADE PUBLIC ONCE A BUSINESS OR INDUSTRY HAS MADE A DECISION RELATIVE TO INVESTING WITHIN SOUTH CAROLINA.
