    A Bill to amend Section 38-31-60, as amended, Code of Laws of South Carolina, 1976, relating to the powers and duties of the South Carolina Property and Casualty Insurance Guaranty Association, so as to provide that, with respect to the power to sue or be sued, any action brought directly against the Association must be brought against the Association in the State of South Carolina as a condition precedent to recovery directly against the Association.
